for some reason i cant buy CE i have bought some before using steam 2 times before and for some reason it wont let me buy and its really annoying saying stuff like your payment could not be processed due to a stray snipe in the gears. what the hell does that mean? is it true that i have to wait another month to by CE because i reached my limit i read that on the steam forums. that better not be the case....................... >.<

Are you purchasing the 9500CE
Are you purchasing the 9500CE package? There seems to be a problem with that one right now. Id suggest sending a support mail to billing or purchasing a different package.

If it reached the limit it would had said so. Basically its just a generic error indicating it there was a validation error or a bad response from the payment server. You can try during off hours, but if still doesn't work, send a ticket into OOO.
