Is there a notion of priority while queuing to the PvP games?

So here, I just finished a game and hit play again, displayed 1 minute to wait, nothing really abnormal. Except that past this minute, game gets delayed one first time. Okay, still acceptable, it happens. Buuuuuut game keeps getting delayed until the little exit timer reaches 0 seconds, and that timer is something around 5 minutes. So I'm starting to wonder, which priority system exactly was implemented to PvP queues? LIFO, FIFO (Last In First Out/First In First Out)? It doesn't seem to be any of these. Wouldn't that be logical to implement a simple FIFO system, like some real queue? Because either when I enter the queue or hit the play again button, there's a non neglectable probability my game gets delayed, sometimes up to 8 times. I don't know exactly the lapse of time between 2 delaying, but it's probably something around 45 seconds, that's a lot of time wasted. Can't do much while waiting to reach a LD/BN game right?

I like to think they have hired someone that looks at how much you've spent in game and then that fellows job is to queue them in. Because you know, it would be a waste. A glorious needless waste.

Sometimes when I press "play

Sometimes when I press "play again" late I do notice that rarely I'll end up being the one (and maybe a few others) still stuck in the party after the initial 1 minute timer. I think it is close to a FIFO, but I think Play Again should always override that...

From what I gather, "play again" guarantees(-ish) you a slot in the next game with everyone else who clicks "play again" at the end of the same game. The rest of the slots get filled in by people waiting in the queue for your tier. If there's not enough players who hit "play again" or who are waiting in the queue for your tier, the match will be delayed.

I'm not entirely sure what happens if, say, 9 people hit "play again" and there's nobody in the queue. I don't know if it starts a 4v4 with the first 8 players, or delays the match for everyone until it can make a 5v5.
