As a replacement for the lockboxes I suggest we have reward points. You would receive points equal to the stratum you are on times the tier ( T1*S1=1rp ). The players would then be allowed to trade the points in for costumes, accessories,mats, special weapons, and armors. To promote buying CE and special packs, players would receive 10% of the cost of the CE or 1000rp for each ten dollars of the pack they bought (7500CE= 750rp / 30.00=3000rp). F2P players would have equal access which keeps everything balanced.
