Lag Spikes, Game Freezes up

Basically what my subject says. I've been playing for about 3 weeks now and when I first started everything ran smooth no lag, no freezing nothing. The game worked perfectly. In the last week and a half now though I've been noticing the game runs around 40-50 FPS on normal, when running through dungeons with a group it'll get down to 25-35 FPS, when we reach areas with a lot of enemies or map activity it'll drop to 0-20 FPS. While I'm playing I've started use my task manager to watch the CPU Usage which from the moment I start the game it spikes from 5% to 100%.

My PC(Laptop) Specs based off of Xfire.com:

Manufacturer: Acer
Processor: AMD Athlon(tm) Processor TF-20, ~1.6GHz
Memory: 3072MB RAM
Hard Drive: 119 GB
Video Card: ATI Radeon X1200 Series
Sound Card: Speakers (High Definition Audio Device)
Operating System: Windows 7 Ultimate 64-bit (6.1, Build 7601) Service Pack 1 (7601.win7sp1_rtm.101119-1850)

My internet speeds based off of Speedtest.net:

Connectivity bars:
1-2 during dungeons runs, 2-3 in Haven occasionally dropping down to 1.

If there is anything I can do to fix this issue would be extremely appreciated. I don't know if it has to do with the more recent updates being that it didn't start happening until about 2 weeks of game play into the game.

If your not running a

If your not running a multi-core CPU, 100% usage is normal. As for the FPS, it sounds like your video card isn't liking the new effects upgrade from a couple patches ago (time frame is about right).

Try going into the video/advanced settings, and start by disabling Render effects. Then change it to Med Detail, and then Low, watching how the FPS responds. The x1200 isn't that powerful to begin with, so its probably getting killed by the particle effects.

Really Hate to say this but....

I'm already running on Low Graphics with all rendering effects and everything turned off. Plus the game runs off cpu and doesn't really even hit the video card. Granted it's not powerful this is the only game I've had issues with out of all MMO's I've played so far.

I must have something wrong

I must have something wrong with my computer, but every other game plays fine. I have an i7 and a gtx 470, and have never had a problem with any game up until now. If tried messing with settings and what not, but nothing really seems to help. Guess ill try playing the browser edition and see if it runs better.

@Buhdonkadonk: Its all the same client regardless of how you launch it. The only major differences is the storage location, and the Overlay if your using steam.

@Imperfections: The game REQUIRES OpenGL hardware acceleration, so while it may not utilize it fully, its still heavily dependent on it. But to say that you had to turn it down to its lowest settings and it hardly touches the video card is a bad statement. If you haven't already, enable compatibility mode. This literally kills the advanced shading and transparency effects, and is about as low as you can go without utilizing sprites.
