with this phase being weaker to normal damage than anything else i was wondering if anyone knows how effective a cutter line sword would be here with its high attack speed?

The fire bullets around him makes it risky. If you can shield cancel properly it may work.

Dread vile striker is extremely effective vs the mask, any speed running party will use this weapon for phases 2&4, I carry one to fsc for that reason - if done properly you can take the mask down in seconds.
There are some YouTube videos of fsc speed runs made by my guild coup de grace - they demonstrate this tactic.
