His name is the President. His appearance is a giant black devilite with a red bow tie and small glasses.
Location: Tier 3
Can and will summon a wave of 20 devilites at a time, which you must fight through. After you kill the first wave, he makes tanks fall down. There's a tower nearby that you can climb on to its second level and throw a tank at his face. When you do that, he becomes dazed and falls against the tower. You have to hit him enough times to where one of his horns fall off. Then he gets mad. He starts smashing his fist on the ground, moves faster than before, and summons more devilites. The second time you hit him and damage him, his second horn falls off. He starts darting around quicker than before, which makes it more difficult to stun him. When you manage to hit him with a tank, he falls over, and you must hit him as much as possible before one of his wings fall off. Same procedure as last time and only when his last wing falls, he does too.
