You'll want to check Vatel, the recipe vendor in the Bazaar - he has a random list of recipes that refreshes each day at midnight PDT.

You can also possibly find the recipe on Basil, in the Clockworks at Terminal levels (Personally I think you have a better chance of seeing it at the Tier 2 terminal rather than the Tier 1 terminal; I've really only seen Basil selling crap at T1).
