This was written on several places for several purposes. There is one problem: I have Windows, but it does not have the 'run' function on the start menu. So what should I do? Are there any alternatives?
No Run function on Windows
I've already done that, it doesn't find anything. And there's no need to be like that, try to behave. :)
The hotkey for the Run window is the Windows Key + R.
The Run option is hidden by default since Vista. You can either use the search bar to find "command prompt" or you can enable the run link option by customizing the Start menu.

@Starlinvf: I have already tried using the search bar, and I can't customize the Start menu, it doesn't work for me.
Is there another way to do it?
The "Technical problems? Read this first!" sticky told you to run dxdiag (the Direct X Diagnosis program). Simply typing "dxdiag" into the search bar and press Enter should work.
if not, then perhaps your Windows account has been restricted from doing things. Customizing Start menu should be possible, and yet you said you can't. Does your account have administrative rights?
It'd be more helpful if you describe in detail how you try to do it, and what responses you've received. This might not be "you can't" but instead "you don't know how".
If win+r doesnt open run you have seriously limited rights on the PC, thats your issue.
Do I have to have administrative rights? Because I don't have it.
You shouldn't need admin right in most cases, but if someone went through the trouble of locking it down like that, they definitely didn't want you changing anything. I would talk to the system admin about getting help, but if your at work you shouldn't be playing online games.
search for run.
If you don't know how to do even that click on the blue button on bottom left part of the screen and type "run" w/o the quotes(Windows 7 and vista)
Windows XP has run already set in the start menu.
You know how to click right???
