Title says it all, I cannot figure out how to give money from my Steam wallet, and am only able to buy one elevator pass. This is a cool idea you have come up with, but I can't share the gift with my friends and I want to. Please make this happen!

The pass is applied directly to the account in question, and the Steam doesn't allow cash transfers because its not a wire service. I would send an email to support@spiralknights.com and ask if they can add a gifting option to the elevator pass or a 4-pack like they did with the Party Pack.
