i cant purchase anything in game, since my SK acc is already link with my steam, but it keep saying that i was in a restricted country (Hong Kong), even i asked my brother (living in Canada now) to help me do the purchase, it is still saying that he was in the restricted country, anyone can help me to solve the problem please??

Valve makes note of the
Valve makes note of the country of origin for the account and it's payments. Taking a Steam account into another country does not change that association. For instance, my USA Steam account cannot make purchases from a Canadian IP.

If you look at the Billing
If you look at the Billing FAQ, you can mail a check, or something. Course, this could be expensive, cause you would have to mail it overseas. Because you use Steam, I think you need to make another account and have them put the CE on that, then SK mail it to your main account.

You'll have to file a complaint with Steam since they are the ones imposing the restrictions. However, theres little that can be done since China (and most of Asia) have strict laws on micro transaction systems, and add even heavier restrictions on oversea businesses operating in those countries.
You can sort of work around this by making a standard SK account to make CE purchases on, and transfer it using trade or Spiral Mail to your main account. The only problem is you can't trade certain promotional items, like the Plasmatech bombhead that comes with the Battle pack.
