You can't ask for no negative feedback. Thats the whole point of the suggestions forum. For the players to help create new content for the game.
Criticism can be constructive, disagreeing or whatever. If there is no criticism, then OOO will assume that the players want the suggested idea, then spend their time to implement it.
Then be absolutely dumbstruck when 89% of their playerbase makes an 'I OBJECT' Thread to it.
The forums rely on player opinions for development. If I start a petition for there there to be cookie-type consumables that give you 9001+ health, people are supposed to be able to reject the idea.
Objections have to be around because OOO has to make changes to the game according to popular demand. They can't implement an idea that only 1% of the community want, but if people aren't allowed to object to the idea, then they'll think that players actually want it.
EDIT: Popular demand AND functionality/realism/won't make them broke.

I am being nice. Stop repeating this thread. It's annoying and gets you nowhere. The way you act is making you sound like Grievos (and you woulden't like that). Don't say shut up when people are saying the truth. It makes you sound like a spoilt brat on Youtube.
Next, critisim helps the person. Complaining is how alot of patches for game come. Even here, they help identify problems, and new ones everyone agrees on. If there was a bug ingame and barely anyone complained and told OOO, It will still be there and could ruin the game. I mean I had a suggestion on a scythe line and It was split special dmg(Peirce/elemental), people complained and I adapted. I changed it for the better. it now does normal/Peirce.
About the set itself. I don't really have anything to say about it, I don't use guns. To be honest, They should just upgrade the OTHER gun dmg cowboy set.
The quiff is fine. It looks cool in general, you wanted a Elvis look didn't you? The jelly should be a rare moster that sings while attacking. Does same attacks but has dialouge by singing songs(like gremlis and pit bosses).

And make what suggestion in game? To have to world revolve around you?

Anyway, about the idea you put forward:
Too little info to make anything from it.
With the armour, you stated name and a damage increase type. No mention of a physical style, defense types, appearance, etcetc. I can't make anything from that.
Same goes for the 'Jelly Presley'. You need a clearer idea of what you want, or people are just gonna look at this and go 'wut?' and move on, unless they have the same idea, but with better clarity. Is it supposed to be a Jelly cube with the Elvis hair? The hair and the open shirt? You have to have some idea of what you want it to be yourself.
You have to have a better idea of what you want when you post it, not put a seed and expect people to build it for you. THINK about what its supposed to look/work like, post it, then let other people post opinions. Like/dislike/work better if/not at all etc.
