I've skimmed through the Auction House & have NEVER found any of these items listed for Sale. Is there some kind of Special Feature that prevents you from doing so or are they just too Unique to give away?

I'm pretty sure I've seen a Static Flash show up in the AH, though it may have been a drop from a prize box.
The starter pack items aren't terribly useful once you've made any reasonable progress in the game, so most people wouldn't bother unbinding them. The only interest I had in the bomb was to add to my T1 lockdown arsenal to complete the trio with my firecracker and cold snap.
Now if you really want a puzzle, I saw a proto sword in the AH once...

Like Ryaou said, they're can't be unbound. The hover text even says that "This item cannot be sold, dropped, or traded." If 0* items can be unbound, I'd go on an alt-making spree so I can get get all the pigtail helms with different colour schemes. xD

vendors in the bazzar may
vendors in the bazzar may sell proto weps and shield, so its normal to see proto items in AH
but starter pack items, u have to buy the pack to get them, or have a friend gift it for u

I didn't word it that well, but what I meant is that the pack items can't be unbound, and the second part about 0*s was in address to Ryaou's 'There're like the starter item'.

You can unbind any 1* item
You can unbind any 1* item including starter pack items
