I was just wondering if selling outside items that are not through steam (tf2 items), but ones completely unrelated tospiral knights like itunes giftcards for ce or cr is legal according to the terms of service.

Well, il have a crack at this. Im not 100% certain if its legal or not, but codes are not allowed to be traded in SK since they cannot monitor the trade, and so its easy to scam through them. Im guessing this would fall under the same category, and so wouldnt be allowed in SK either.

Rule of thumb:
Assume it's illegal until proven otherwise. Video game companies are usually very strict on such exchanges and if it doesn't directly involve SK or Steam, I seriously doubt Sega/Three Rings would allow it.
