I'm not sure if it's supposed to work this way, but when I equipped my new heater shield, I looked at my stats, and while the shield tooltip shows the freeze bonus, but my knight's accumulative stats tooltip shows no freeze resist at all (as I have no other sources of freeze resist.)
This is by design. Shield resistances only apply when the shield is raised, so those bonuses do not appear in the cumulative list.
