Considering Max Shock is more
Considering Max Shock is more or less the best UV it could have for Lockdown, and Lockdown is the only competetive aspect of the game which continually challenges high level play, it's not a "waste" by any concievable stretch of the imagination.

Considering the game is called Spiral Knights and is about going down into clockworks, having Lockdown as a bonus mini-game, it IS a waste of a good coat to make a skolver out of it.
I, for one, want to make a VOG out of it so I can do roarmulus twins. Shadow Lair variant. Without having to do it with a no-shock VOG or no-ASI Grey Feather set.

Round-Shinigami Considering the game called Spiral Knights is hilariously easy, with Lockdown being the only place where the top gear and UVs actually make a difference, it isn't a waste at all. Making a Max Shock Vog set is a total waste, when you don't need any UVs to be successful in the Clockworks.

Playing Chess vs PC at highest level difficulty is competitive - you have to THINK before you make a move.
Trying to win a Battlefield 3 match when 9 other teammates simply die all the time is competitive - you have to do everything yourself.
Trying to drift in NFS:Shift is competitive, considering any amount of wheel turning instantly rotates the car 180+ degrees.
Playing lockdown in spiral knights is not competitive. Just grab polaris and spam at entrance while sitting near a capture point.
PS: my offer is still valid. Don't waste a good coat on crappy lockdown mini-game.

If that's all you do when you play, then with all due respect you're pretty terrible at Lockdown lol
Also you still haven't actually addressed why it's a "waste, you may personally not enjoy Lockdown but a hell of a lot of people do so it rather evidently isn't a waste to those people, you should really think before making such clear cut statements that are bound to draw discussion into a thread that simply doesn't warrant it. This wasn't titled "What should I make my Wolver Coat into" it was just a WTS thread where you randomly decided to proclaim that Skolver is a waste, and then go on to trash Lockdown.
Anyhow to avoid further derailing the thread (Apologies for this Ivorise) I'll be stepping out here, but in future don't start throwing out imflammatory statements out of nowhere, it inevitably derails threads and the end result is you make yourself look as though you're a troll trying to start an argument.

On a side note: grey feather item with max shock gives shock immunity with only 1 armor piece. Better than spending 20-30k ce on a skolver set with shock immunity just to be downed by a Gran Faust or Divine Avenger. A good Skolver UV would be Freeze MAX to give you freeze immunity with only 1 item.
But thats just my opinion on LD - I prefer capturing points and playing together with my team rather than hunting down bombers.

Shock gets you killed in 1 second in lockdown, that much is true. But only when:
a) you're separated from your team and there is nobody to protect you
b) there is an enemy close enough to kill ya when you get shocked
c) you get hit by a shock attack (which are easy to avoid)
I never suffered from lack of shock resistance in LD.
I always suffer from lack of shock resistance in clockworks.
For me clockworks > LD.
PS: if you have no intention of buying this wonderful coat, please refrain from posting.
