There should be a button to load the weapon. I hate shooting my autogun first when I want to load it...

If you're talking about
If you're talking about initiating a charge attack, simply hold down your attack button/key while your shield is raised. When you drop your shield your weapon will start charging. (If it doesn't start charging, keep holding attack and tap the shield briefly again)
