Random scenario:
Say I have Maximun Sword ASI with vog set and a trinket. Recon has a speed decrease.
Equpping another trinket will nulify the bonus and give me maximun again?
Or do all the bonus get calculated at once first, capping at maximun and the negative stuff is applied later, reducing maximun to ultra?
Yes.
Ex: You have a Punched a winmillion, and got ASI VH. (God forbid)
Then you go into T3 LD with a vog cub cap and proto armor.

Then you decide to go recon.
ASI: Ultra
The lack of max speed frustrates you, and you equip a Sword quickstrike module.
ASI: Max.
It's the same way bombers can overcome the striker bomb penalty with a mad bomber set, and 2 5* bomb focus modules.
I believe the first scenario is correct
