The last Geological Survey has two of the same requirements, 10 Moonstones. I had 12 Moonstones in my inventory so the requirement was "fulfilled" and I could click "Start." When I clicked it though, I got "An unexpected error..." because I need 20 total to complete the mission, not 12.
