I have a lot of krogmo coins and i wanted to get my friend the stagger storm recipe could I buy it from sullivan then trade it to him or does it bind on purchase?

As far as I know, spark trinkets have always been bound on purchase. Someone had to pay to unbind those you see on the AH.
Yes. All recipe bought from Sullivan are Bound.
