It's a bomb that has low range but when it's bullets land, the bullets pop and so forth and so forth. Like fireworks. That explains low range.

Regarding the Auction House price, it's entirely up to players how much things will sell for. Things to take into consideration when pricing goods are energy prices, recipe rarity/demand, and whether or not the item requires unbinding. 12,000 might be a reasonable price sometimes, but it may rise up to something like 22,000. It depends on how well the item is selling, how many people want it, and how difficult the item is to obtain.
Regarding the bazaar price, I'm pretty sure all 3* items cost 35,000 from vendors. They are probably all priced the same because they are randomly stocked each day, so the devs would have to change around a few things for this to be cheaper.
