Dude, what.
This already 'happens', besides the enemies in particular other posters mentioned. You might find Tier 3 enemies near the end of a Tier 2 run, in a danger room. The enemies scale with the tiers naturally in the first place; like T3 Menders get another AoE heal and a shield bubble.
...Have you even played the game before making these suggestions?
