If a upgrade to the wrench wand has, when the projectile hits, creates a mini death rune(Causes damage instead of healing)?
Would this be overpowered?

There won't be problems with balance,
That will most likely be sorted out by the devs.
As for the idea of a DoT weapon in a fixed area of effect, I don't see what's too bad about it; problem being that it's too inefficient a weapon unless you want that to be limited to a support role (and frankly melee support weapons just seem a bit out of place).

An area attack that deals constant damage. Sounds like a throwable Ash of Agni or Voltaic Tempest with raw power instead of a status.
