Ok so recipes are sometimes sold by npc's. Some recipes can always be found for certain, e.g. the ones that appear in the Hall of Heroes. Of the others--more specifically 2* and 3* ones--which are the most valuable?

Well, any of the recipes for boss items, but only 3* plus. 2* recipes can be gotten from Vatel, so those are not very useful (there are no boss recipes below 3*).
3* recipes of other items may be useful for people who use crafting alts, since 3* recipes are not available from Vatel, Hall of Heroes recipes cannot be traded to alts/anyone, and 3* is as far as you can craft without the item binding. At least I have been looking for a few 3* recipes, I'm not sure if many people alt craft above 2*.
