As the title says, is it possible to switch a character between steam accounts? Or perhaps, the items?
Proof that both parties agree to it will be handed out if needed.

If someone 'sold' you a whole character/account, I'll remind you thats illegal and agaisnt the rules so not even an admin will help you.
Hope thats not the case here.

The case here is a friend that had her account on someone else's steam account. And she will be losing access to that account soon so she wanted to transfer it. I was looking for an Admin to answer, if possible

If you want a admin answer your only option is to open a support ticket, tho I don't expect the answer to be what you want.
There is no way to trade a entire character at all, as for items you can trade all unbound/tradable items through steam trade, you can unbind other items but it will be costly and some items can not be unbound.
