Yes.
Yes, as long as the armor you're crafting has that accessory slot (for example, crafting an Ash Tail Coat with an Aura into a Skolver Coat will remove the Aura, but crafting it into a Vog Cub Coat will make it keep it's Aura).
If the armor you craft has the accessory slot, then yes, you will keep it. Someone made a youtube video showing exactly that when accessories were first released.
For instance, you would lose the front accessory on a cobalt helm when made into a 4* helm, but the side accessory slots will be fine.
