I've decided to test at various points of the day sometimes, and every single time, I see the Bazaar filled with people getting things from the energy depot to roll UVs, meaning they arn't playing Lockdown.

I'd suggest for this testing section, that we get an unlimited 25 CE (for Bribing) and an unlimited 200 CR (to pay for the matches). This way, we won't have nearly as many people trying to roll their precious triple Max UVs and such, and instead getting more people to test Lockdown, which we're supposed to be doing, not testing rolling UVs.
