Can every recipe be found in a specific locale now or are they still random? You know since the introduction of Basil in the mission lobby and the Hall of Heroes.

Basil is still VERY random, as sometimes I get no boss item recipes (the ones you cant find in Hall of Heroes), and other times I come across many, such as DA, Polaris, Faust, Silversix, etc.
Boss item recipes are really good for selling(EXCEPT Plasma Capacitor, because you get one from missions. I realised that too late tho :< ).

Well here goes my search....again.
See the wiki article "Hall of Heroes", to learn which recipes are available in the Hall of Heroes. For the stuff that's not there, you still have to use Basil or Sullivan. I think that Basil is still random.
