The uv is worth 5-7 k ce but that's on an item that can be upgraded to a 5* item.
Fractured mask of Seerus is a 1* item that can't be upgraded, and therefore is a useless item to get or put a UV on
it might be worth something to someone just starting out but other than that, no one will buy it because it's worthless to anyone who can make 2* gear or higher.

There are people who take T1
There are people who take T1 Lockdown seriously. I'm sure they would consider something like this valuable.
In terms of an actual price, I have no idea, but I've seen T1 weapons go for 400,000 crowns before because of T1 Lockdown.
