Actually, yes, there are some accesories on featured auction. Mostly prismatic/voclanic/divine things and auras.
Yet they have no fixed buyout price or limit. They sell for as much as players are willing to pay.

They're cosmetic only. You're not actually obliged to buy them, it's more like they're collectables for people who have reached end-game and now simply want to pimp out their kit. The end-gamers are rich, and have the money to spend on those items. As you say, they have no practical value other than making you look pretty. There's no real necessity to buy them... trust me, you're not really losing out.
Besides, some of them are a lot cheaper than 15k.
