Apparently they can. I was playing on the first floor of Ironclaw Munitions, namely in the left-side party plate room. Said Thwacker could hit through the switch-activated plates and the wall bordering the shock pad.

Lumbers can also smack you through walls, but that won't deal any damage, only knock back.
If you mean those purple/yellow barriers, yes, everything can. Gremlins and scuttlebots.
I like to pretend the barriers arent that tall so the attacks go over it.
