I currently use the Vog Set and a Elite Quick Strike Module to get a Maximum ASI.
If I would get a SwiftStrike Buckler would my ASI still say Maximum but my attack speed while attacking would change?

See the wiki page "Abilities", for detailed information on how abilities such as ASI work. See also the links on that page, to detailed studies of how each level of ASI affects the speed of your weapons.
For future reference, this kind of question belongs in Arsenal.
The maximum ASI, Damage Bonus or CTR you can have is Maximum!
This means you cannot go over Maximum! (The name is a pretty big hint.)
Anything above and beyond this does not make any difference whatsoever.
You might be better off with a Barbarous Thorn Shield for a damage bonus instead.
