Have they lowered the base charge time on those bombs? Thinking of getting one

The ISB has the same charge time as all other bombs now, yes. I think it's better than Dark Retribution for doing Royal Jelly Palace.

Does anyone know the dmg value against neutral enemy for those bombs?
As far as I know, all the new bombs have a standard blast bomb charge time.
