This is getting silly
Considering the energy system is one of the major points of the game, you would need at least one million names for Three Rings to even consider changing it. One million real people. No alternates. I doubt there are even one million actual players, most of them are probably alternates. There are at least 100,000 players who have played for less than two hours in total and would easily support removing something which prevents them from farming infinite resources because they are too selfish and short sighted to realize it would derp them up in the long run. Do you have at least hundred thousand names? No? Then your petition is useless; not that it would help to begin with, considering it involves removing a system which is the heart and lungs of this game.
Also, since you have a specific number of people you claim to support you, list them. All of them. I will interview/interrogate every single one of them. If any of the names are false your claim is automatically void as well as any credibility you thought you had.
