I haven't made a idea for a long time until I thought of something for Haven.
Why don't we have different times like daytime and night time? We can make a rotation every 6 hours. Not 12 hours, not 1 year, not 12 decades, just 6 hours. Or 12 hours. Whichever may work for you guys. (Suggested by Little-Juances). The daytime and night time will take place in Haven, and the Bazaar ONLY! Just like what happened in the rescue camp. It was daytime and then it turned at night.
The rotation would start as night time, then it becomes daytime. If you play Spiral Knights like maybe 5:00am PST, and your still in Haven until 7:00am, then around 6:00am, it will become light. Also, there won't be rain, snow or become a season.
The night time and daytime would effect by PST game time. You can still play Spiral Knights even if it's night time in Spiral knights.

It seems counter-intuitive to make it player-side and check every location.
Just put in some global random cycle that doesnt follow any particular timezone.
It doesnt even have to emulate a 24h day. Maybe a 5h rotation so eventually, everyone will see it no matter what time do they usually play in.
(for example players that only have free time between 1-5pm will find this cycle useless if it followed real world logic)
