Yea you're probably right, striker isn't OP, because I've seen every other class get 30k dmg -_- . This is a good Idea that would force more team play and reduce the OP threat of strikers. In another thread I proposed reducing striker speed to 2/3 its current speed, either your idea or this one is good to me but something need to happen because LD is unbalanced with an extra helping of unbalance on top of it.
It's true that most of the high-damage people are Strikers. The reason being, is that Strikers are faster, do more damage, and thus can get more damage and more ground covered than your average recon or guardian. However, I have seen Guardians and Recons break 20k; my personal Recon record is 23.7k Damage along with some nice caps and defends. The majority of skilled players, however, will go as Strikers in order to a) level the playing ground since nearly everyone else is a Striker, b) capture points faster and travel faster, and c) get the natural ASI/DMG Med+ bonuses inherent to the class.
Guardians and Recons could use some improvement, but as for the moment, Lockdown seems to be functioning as intended.
I agree with juances on this one. The striker regeneration is currently a bit short. It makes them a biiit too mobile and a bit too hard to kill, seeing as their moment of weakness is ended in ~3 secs. I'd like to see the regeneration mechanics changed so that a base of two seconds of recharge was put in, plus up to three seconds depending on how much booster was used. This would allow a striker to choose more between shorter bursts of activity and longer attacks with higher penalties. It also nerfs them a bit, which is how we should change classes, seeing as making abilities more powerful nerfs bombers, which is already fully support class for LD.
You don't think LD can have teamplay? Well, no random game in any game ever has had a significant amount of co-operation. But if you go play GvG with a good guild, voicechat and knowledge of your allies' capabilities actually creates a fair amount of teamwork opportunities. A game shouldn't enforce teamwork in ways that inherently buffs players working in groups; players should have to communicate and work together to create teamwork. Simply being there and holding up your shield shouldn't suffice. I actually also feel this way about recon death-marking, but recons don't need more nerfs atm. Same for shield-healing by guardians.
Hmm... maybe giving Guardian Shield a fairly minor boost to LD powerup regen, and forcing Strikers to have the same manner of regen as Recons and Guardians (as opposed to the current instantaneous version).
Also, as a Recon I have been able to pick off tag-teams of Strikers on my own. I'm not an exceptional Recon, either.
Now Guardians... Guardians are pretty underpowered, other than their healing ability. But that's another matter...
