So say someone has an Avenger lvl 10 and they upgrade it to a Divine Avenger. What does more damage? the lvl 10 Avenger or the lvl 1 DA?

A level 10 avenger. When upgrading from 4* to 5*, the 4* always does more damage at level 10 compared to level 1.
Golgomath is exactly right. Once the DA or w/e gets past level 3 or 4, it usually does more and from then on it's still getting extra damage each level.
normally a lvl 10 avenger, but only until the DA gets to around lvl 3 or 4. This is usually the case for upgraded items above 3*
