Well, there aren't that many tabs and chaps to start with, and a lot of people want them, so wouldn't it be easier if a hacked chap+tab was made along with hunter version, camouflage, surge, shadow, and others were made

There won't be be a hunter rose regalia set because the hunter promo has already ended. There probably won't be a surge rose regalia set because the promo is almost over.
There is no mechanic in the game for armor-helm combos and there is no point to adding that in. What is the point of adding armors with wings attached when you can get wings separately? There is even less point if the armors are an extremely rare drop. If the armors were a common drop, that would kill the value of dragon and valkyrie wings. Also, the valkyrie and dragon wings were part of a promo and bringing them back as is would be extremely unethical.
a special armor that has dragon wings on it, and one that has valkyrie wings on it should be made for the public, except these armors are rare and can only be dropped by flying monsters
