Is the UV actually doing much? Or is the low UV not noticeable?

It speeds you up by about 3.5%. The effect is small but noticeable if you are really experienced on the sword. The guild Lancer Knightz has detailed data on the effect of ASI on sword combos per minute.
Meh. It's an okay UV, but not worth unbinding for. The value of the UV is well under that of the unbinding fee (1.6k CE, I seem to recall). Keep it for personal use.
