allow me to explain effectiveness as well, your ctr will be ultra, not max or vh meaning if you have an armor or trinket of ctr med you have ecess, if you have a seerus mask and a ctr med uv, at lv 10 it will give you ctr max

Depends on the use.
For PvP, clearly ASI is better as the charge is useless.
For PvE, it's debatable; many would argue that using only the charge is more effective, and so would favour CTR. (BTW, you don't *need* to be stuck at Ultra or waste one point--you can use a Chaos piece and get exactly Max.)
