I apologize if this has been answered somewhere already, but I've had no luck finding it (neither wiki nor forums):
Where can I obtain a lightning capacitor recipe other than the AH? The wiki states Basil, but he doesn't seem to offer the recipe in any of the mission lobbies. It doesn't seem like anyone's asked this question in the forums either (as far as I could see).
You need to enter an obscure section of the game known as "the arcade". Halfway through the tier, you reach a "clockwork terminal" where Basil will be offering recipes completely at random. Lightning capacitor is a 3* recipe, so you will have to look for it in the Tier 2 terminal.
It's not a common recipe for Basil unfortunately, but it is there. Just have to keep looking.

Whats the arcade? Isn't it that thing that got removed a while back? And what is the point of these mineral things that I keep finding and carrying around?
You can only find it at the T2 clockwork terminal (floor 13)
but his selection is random so he doesn't always have it.
