I think I get it now
Blandaxt had a few alternate accounts to ban dodge so they were banned.
Instead of accepting that using alternates to avoid the effects of being banned, he decided to create even more alternate accounts.
Considering Blandaxt has been far more troublesome than Pawn, why is Pawn permanently banned yet Blandaxt is allowed to stay?

Garrison is the upcoming
Garrison is the upcoming expansion of East Haven that's coming with the Guild Update. Some folks on the Testing Server got a peek at it, but all that was there at the was the Hall of Heroes and an arch that was either non-functioning or took them to the old Guild Hall.

There is no ETA on the Garrison + Guild Hall update, and there most likely never will be.
