Hm.
If you include the second 'ghost'-swing of the Cutter, then yes, the Cutter is faster. Also, it's Normal damage, not Piercing, so nothing resists it.
Sadly, it's mediocre normal damage at best.

statistics bars are notoriously inaccurate
Benightz, the statistics bars on swords are notoriously inaccurate. For example, Gran Faust's speed bar is much longer than Divine Avenger's, but DA is at least as fast as GF. So, Night-Rove, don't follow that advice.
According to my sword guide, which is based on the Lancer Knightz combos-per-minute data, Dread Venom Striker does 145 strokes per minute (29 combos per minute), while Final Flourish does 120 strokes per minute (40 combos per minute) when you have ASI+6. So DVS swings a bit faster.
Edit: Each DVS swing does two damage numbers. Some people consider each damage number to be a "stroke", but I don't, because you don't control them separately. Anyway, to clarify, DVS does 145 strokes per minute, for 290 damage numbers per minute. DVS is faster than FF, even if you don't count the "ghost strokes".

I'm not sure if this is true, but doesn't the flourish line have a faster shield cancel speed than the cutter line, even though the cutter can combo faster?

Kind of. Thats because of the ghost swing. Depends on how you see it.

Even though the ghost swing can swing after you've brought your shield up, I'm pretty sure the flourish lets you shield earlier after you click attack. I may be mistaken though. I'm also pretty sure you can't swing again after canceling with the cutter until the ghost swing finishes. Again, I may be mistaken.

I say cutter!
Ignore them saying the cutter's normal damage is mediocre! It's one of my favorites. It surprises others because it's rare and it is actually very flexible in the tactics it has.

I'm not sure about all weapons because I am learning all about them more clearly.
Look at the bar and compare it. If you have both weapons, compare both and look at their piercing bars. I'd say cutter is fast
