Equip only T1 equipment.
Equip only T1 equipment. Don't forget that trinkets also count. Watch the meters at the bottom of your equipment set to see when you have a T1 PvP loadout equipped.

In simple terms.
Change all Loadouts to Blue two swords.
No Red crossed ones.
Then equip all T1 gear. Shield included.

To sum it up properly...
Do these steps to proceed Tier 1 Lockdown:

1. Select Tier 1 equipments. Check yer equipments if any of the equipments contain Tier 2/3 gears and remove them, they will count as Tier 2/3 if equipped along with yer Tier 1 gears if not removed.
2. Save yer Tier 1 gears as a loadout.
3. Check yer loadout. Unmark PvP to Tier 2/3 loadouts except yer Tier 1 loadout.
5. Go to Coliseum, search for the word "You are Tier 1" below the Lockdown logo. This will identify ye as a Tier 1 participant.
6. If unavailable to go into Tier 1 Lockdown, remove equipped shield and additional trinkets. (both must be empty spots/unequipped)
7. Queue Random Teams and enjoy Tier 1 Lockdown.
