If you're a pure gunner, then you may well want an elemental alchemer. The charge attacks are really powerful, once you master the ricochets. So select a status (or raw damage for Nova), get yourself some good CTR, practice aiming, and enjoy.
By the way, the cost of making the 3-star version should not really enter into your considerations. Crafting doesn't get really expensive until you get into the 4-star and 5-star range. In particular, don't make a 5-star item unless it's an item that you really want. At any time before 5-star, it's not too late to switch alchemy paths.
If you are a gunner, use nova driver to compete in damage output.
I*'d definitely go with an alchemer or two. One if you can double-switch, two if you'd rather just alch-switch and/or get a mix of status effects.
I'd advise against Nova personally, as that extra 20 something damage is worthless compared to how useful a status can be, and can easily be outdamaged by fire/shockspread when used correctly.
Is not extra 20dmg, IIRC is around extra 15% damage.

In any crowd-control situation, status is more important than DPS; status makes members of the crowd less effective (or in the case of fire simply kills them). Certainly one-on-one or few-monsters-vs-party then pure damage is more important, but when it gets really messy status matters. (Also vs. Greavers in particular - freeze freezes them, and shock interrupts them. No DPS makes up for slowing down those evil creatures.)
Obviously, if you're good enough to pick the same individual with each shot even in a crowd situation then my suggestion is wrong, but that would be some spectacular skill.
15% of 200 works out to be around 20 damage.
The statuses in a 1v1 don't count for much, but it's spreading them from splash hits and ricochets, especially from charge attacks that counts. Shoot one zombie to kill, three others are shocked and no longer dangerous. You'll rarely, if ever, find yourself facing one single, lone enemy who has no healers, turrets or backup of any kind within the room. It is not worth bringing an otherwise inferior gun for the exceptionally rare circumstance in which that does happen.
Toss a Hail charge into a crowd, half of them are frozen and let you pick off your targets.
Fire a Magma at some constructs and let them burn while you focus on shooting down the turrets behind them with Storm, to interrupt their attacks.
It's not liek Blitz and Plague where the difference is two-fold, the damage difference is wholly not worth losing the status effects, especially if you plan on ever using these against bosses or in LD.
I lol at the 15% of 200 is around 20 dmg. Nice rounding down and choice of base number for a pure gunner.

Would you rather me say "it's only 30 damage more"? Because I can and my point will still remain. You're shooting at lightning speed landing 200 damage hits per shot/ricochet...that extra 20~30 damage won't count for much in the end; shave off one hit if you're in a 4man party, and that one hit can often be more than made up for by status effects; fire especially.
To emphasise this point; fire ticks about 3x every 2 seconds and each tick of fire does roughly 3/4x more damage than the extra damage that Nova deals over Magma.
When it comes to alchemers the two I advise you to try to get are the Cryotech Alchemer or the Voltech Alchemer. They are by far the most powerful and have lasting effects on enemies. (Freeze for cryotech and shock for voltech) Firotech is not usually common because when it comes to vana... its not good to fight fire with fire :D lol unless its a Combuster (sword)

it all depends on you playstyle. i used to use polaris all the time until i began soloing the danger missions, AP seems more useful there.
if you´re going to use an alchemer i personally recommend nova driver which deals about 20(!)% more dmg than the other drivers, which clearly overcompensates any of the status effects in terms of damage. if you´re going to use swords (which you said you wouldn´t) a status effect might match better with your gear. i´d recommend shock at that point because of crowd control + dmg - ruined knockback.
the status drivers might be fun to use- i personally enjoy that satisfying feeling when i set a zombie on fire <3
in the end it´s all up to personal preference. on the long run you´ll be able to craft every weapon you wish anyways.

To be honest, the 28 shock damage almost equals nova damage seeing how often it happens as well as interrupting making it better.
