hey i see theres a weapon sloupgrade for 250ce that lasts 30 days? i personally find this annoying... why not put a permanent slot upgrade that costs about 1000ce or 2000 ce and the 4th slot costing 500ce more? it seems reasonable to me really. i just dont like spending constantly

The reason it isn't permanent is so you HAVE to spend constantly. It's a CE sink.
If there was an option for a permanent one, most people wouldn't even consider the temporary one when if they just saved for a little longer they could get the permanent one.
By making it not permanent, more ce is spent maintaining it, so more ce must be bought.
TL;DR: It's meant that way.
On a side note, I'm not really sure what's the problem. I cope fine with my two slots. In fact, the third makes things a little more complicated for me, considering I usually 'switch' to my other weapon. Now I have to 'select' if I have a third or fourth slot.

Paying 5,000CE for a weapon slot would be very impractical. 250CE is very cheap. I can get 250CE in about 3 - 4 (could easily do it faster) hours of doing Citadel runs. I can then use that 250CE, which I earned in about 3.5 hours, to buy a weapon slot that will last me 30 days.

150~250 ce? Per month? That's absolutely nothing, especially with using mist.
If this was a weekly thing I'd be more concerned, but it's monthly. If you really can't save up that kind of moolah in a month, then you really aren't playing often enough to merit needing extra slots.
I suggest you make a operating system where you pay for the slot fee every month automatically. So if you ask to put yourself in the monthly slot system, you will be paying the slot fee with a choice of how much CE and mist you are paying. It's 100 mist and (Fee) for the slot or it's CE ONLY.
