Is it normal for Spiral Knights to have 0% GPU usage while fps are around 30fps

I'm using amd vision engine
I'm using amd vision engine control center. Usage sometimes goes up to 10-20% but most often stays at 0%. Does this game just not utilize the gpu?
Are you sure whatever program you're using to monitor GPU usage works?
Also, could it be you have multiple cards? (or a separated card and an integrated chipset)
