There is a guy name cooladered that is harrassing me and saying I scammed 6,000 cr from him 2 months ago.(I wasn't active at that time.)
This is really annoying me. He says he has proof, so I asked for him to post it on forums, and he refuses. (obviously meaning he doesnt have proof and is blaming the wrong person.) Apparently he has been stalking me >.>
What can I do without getting reported?
I think there's a reason to report them, though I'm not about to check for you, so just try it and see if that kind of harassment falls under the list, such as threats to report, or scamming. First things first though, before you ever get to the point that you feel like you need to report, just put them on your ignore list.
ask him to stop, if he doesnt report him, even if he does report you and you get a message from the "gm"s, it doesnt matter, I once got reported for spamming because the person wouldn't leave me alone and I had to keep writing the same message to him to stop stalking me. It doesnt matter, they're just meaning to bother you. heck, I could go up to anyone saying " Oh look you owe me 999 ce" and won't matter, just remain calm and ignore him. people like those are doing it for entertainment and hoboishness, adding Trinitrotoluene to the fire.
Do /ignore and your problem is solved.

Getting reported is nothing if you done nothing wrong. Scammed 6kcr only? That guy must be joking.
Ignore him, and everything will be fine. No proof means no proof.
