I would choose a Storm Driver. Even though freeze is a really useful thing, its own bullets can unfreeze an enemy, causing the enemies to keep on attacking you. (Plus in PvP every swordsman wears skolver practically, so they are immune to freeze) A storm driver can shock a bunch of enemies at a time, canceling out their attacks.
Shivermist buster inflicts MINOR freeze, whereas as the hail driver inflicts MODERATE freeze. Skolver grants enough resistance to be immmune to MINOR freeze only. Even if you get two 5* freeze resistance trinkets, with skolver/dread skelly, with max freeze UVs, it is still not enough to be immune to MODERATE freeze.
Hail Driver even though my name is Storm (*Laughs*). Hail Driver's Freeze is AMAZING if you are in a mob.

I've seen people charge up hail, freeze somebody, then when they are frozen, keep spamming the charge
The frozen person can't move, it's almost a free kill.
I was frozen once. Guy showed up charging up his nightblade behind me and all I can say was dang......
Only problem with hail is breaking ice. Somone can break ice and enemy is free. =/
Storm can shock enemy. So it can cancel attack. And deal pretty much damage. But enemy can run and heal himself
I really don't know which gun i want.
Freeze is good enough in LD but you don't really need it in a mission party.
here, let me TLDR for you.
Shock: good when you have team help
Freeze: good when you're solo
that's all you need to know to make your choice.
Both guns (really, all status alchemers) do the same amount of damage, so it's a matter of which status you want and for what situations.
In PVP:
- Hail driver is nice when you're alone: if you're in a 1v1 and you freeze someone, you can get a free charge attack or stronger attack from another weapon. If you're solo vs a group, freezing some of them can help give you breathing room to fight the others and win. When you have teammates near you, they tend to break the freeze :l
If you have VH CTR and get a freeze, you can gamble for a re-freeze using charge again.
Because of Freeze not being a damage kind of status, it's useful whether you're maining swords or guns.
- Storm Driver is almost the opposite: when you have teammates near you, the shock effect removes invincibility frames, letting multiple people hit the same person at once (so it's great with teammates around). 1v1, it's useful, but the timing on the shock pulse can be irregular/untrustworthy.
Because of the shock effect, it works great for quick-switchers, and a well-aimed charge can even OHKO a guardian... if it shocks the right way.
In PVE:
- Hail driver slows things down when they move towards you. If you need to get behind something, temporarily reduce how many monsters you're fighting at once, or just need some space to charge, hail is your friend.
- Storm driver also slows things down when they move towards you, but shock deals damage to nearby enemies, so it really helps kill things faster when they're bunched up together. That's about it.
