I Dont know if its only me but recently i have been lagging at 4 bars, and its not really lag actually when i try to interact with NCPS i have to wait a few minutes before they respond i can still walk around during that time period which is really weird, also when im just walking around nothing responds but my character i dont know how to explain it so il try to record the next time it happens,
Is anyone else experiencing this?

Could be your computer r is too slow/bottlenecked full of background programs.
This is easier to check, open task manager when it happens and see how loaded you are.
Or start closing programs and see if it gets faster.

Yeah... checked the video, it falls under my explanation : If everyone seems to start moving off the maps and etc. or monsters stop moving around and biting you, you are experiencing packet losses from the server. That happens, apparently.
Notice how the chat feed suddenly fills up, and everything suddenly comes in. From the point of time (somewhere before you open the auction house) till the auction house window comes up, you did not receive any packets sent from the server, or even sent at all.
Edit : I realize the game helps you reimburse for the packets lost, because it realizes the client data does not match the server data. Due to this, I am inferring that everyone has a separate server data. This can cause a lot of packet losses due to the server being overloaded, especially when the server is crowded.

If you see yourself unable to move or chat, but everything else is working perfectly, you are experiencing packet losses to the server, or maybe it is still the server's fault for not receiving your packets.
If both situations happen, you disconnected from the server.
