they come bound.
there is about a .000001% chance there is one unbound. your luck would be infinitely better at winning one then buying them. (they were unbound for the first few days of lockdown the were patched to be bound).
Plus, if u did find one unbound it'd cost in the neighborhood of 50-80k CE, maybe more.
